I'd consider this if it were under tree fiddy. At this price, I want to see 32" 4K240 OLEDs. I mean they've been out for like five years.

While I totally get the "this is my price point" stance, you simply are not going to see 32" 4k 240Hz OLEDs for $450 anytime soon outside of maybe an open box special somewhere. I think the lowest price 32" are $600, and those are old stock monitors that they're trying to dump as new tech pops up on the horizon.

That said, if you happen to have an LG partner account (equivalent to Samsung's EDU/EPP program), this monitor is $450 but also 10% off with the code FREEDOM10 bringing it down to $405, not "tree fiddy" but probably about as close to that as you're going to see

Eh... what "bad" is will depend on the person, but it does tend to be more noticeable on the tandum W-OLEDs like this one yes, less so on QD-OLEDs. But I think the problem is very much over blown in many cases, kind of like when you pause a game to show a defect in "something"... yeah that's great, but under real world playing of said game you're not going to notice that issue.
