Most mini splits are inverter systems, so they will have some advantages.
-you don't lose the use of the window
-they heat and cool (a lot of window units are ac only)
-higher efficiency
-quieter (less sound)
Edit: I did some thinking (fact checked myself) and I'm totally wrong. There is no difference except whether or not you want to use up window space and what size of a breaker you can get away with running the respective units. The window unit you linked has 300 more BTU but runs more efficiently than this post.

A 230V air conditioner does not inherently use less electricity than a 115V unit. Electrical consumption is measured in watts, and two air conditioners with the same cooling capacity (BTUs) will consume roughly the same amount of total power, regardless of their voltage.
