Can somebody break down exactly what these devices are intended to do and to whom are they intended to do for?

Ok I'll bite. Why is that bad
Some have and some have not shown spurious harmonic emissions on these (transmitting too much power in frequencies that the radio is not currently set to which can lead to interference on other radios set to a different frequency). The receiver is not super sensitive and can be overwhelmed by nearby signals more so than better radios. Squelch lag is fairly common on mini variant and I see it on mine once in a while. The stock antennas aren't horrible but are bad enough that I replace all Baofeng antennas with aftermarket, which run roughly $20-50. With all that said, I own more than a dozen UV5R variants and just ordered 8 more on this deal. I almost exclusively use high-end HTs in day-to-day life, but these Baofengs are excellent back up, for me at least.

Can't expect it to last long when it's a killer price, over 40 likes and people buying multiples at a time.

Yep. I'm a bit of a year-round Santa Claus for new local technician license holders. I have purchased dozens of these and have given most of them away to new hams, already programmed with local/regional repeaters and common simplex frequencies, NOAA, etc., their new call sign when an option, and menu settings pre-tweaked, with aftermarket antennas, and extra large batteries when available, then packed back up in the factory packaging. I am a VE (volunteer examiner) for ham licenses and love to surprise folks with these. Slickdeal Alerts have saved me a bunch just on these radios over the years. When they are <$10 per radio, I pounce because I've never seen these deals last more than a couple/few hours.

Yes these do receive aviation frequencies. Can be slightly buzzy but thats known for this model. The Mini-5 cleaned up the noise but those are still roughly $20 apiece.

That's one hell of a gift. Seriously to hand these, it beats anything else at this point but they have to know what they are doing, like you said to license holders. I would be extatic of someone gifted me a radio like this.
