Online price is much higher than in-club price due to shipping.
For some reason they're 36.99 at my local b&m Costco.
The ones in this thread are 600g which would not fit in those pockets.
The set of ice packs at Costco includes 4 of those from the lunch bag, 4 of these, and 4 that are even bigger.

The liquid in the middle of the packs is what does the majority of the cooling. Everything else is wasted space, at least as far as actual cooling goes.
In the end, I don't think that the cooling performance between the bag and brick style is large enough to be a major factor in your decision. How either one fits into your life likely makes a bigger difference. Details like fitting into your freezer, positioning in the cooler, and how much the block annoys you in general are all likely more important to focus on.
From my limited research today, what does make a bigger difference is what additives are in the block in addition to water. Some things can be added to make freezer packs more flexible and "gel-like". This is much more comfortable for icing body parts, and could help better fit the ice pack into your cooler. But those additives likely reduce the total cooling ability.
On the other hand, some additives change the freezing point of the liquid inside. Apparently, it takes a lot of energy to change from a solid to a liquid. This means that "ice" stays at its freezing point for a while when it's thawing. I saw a graph that simplified it as a plateau where the temperature hangs out at the thawing point for a long time before finally moving upwards. Thus, ice packs that freeze below 32F/0C will keep items at that lower thawing point longer, compared to normal water that will warm more quickly up until it hits 32F/0C.
The internet could have lied to me during my research today. So don't take what I've said as scientific fact just because I said it. But it's hopefully a good starting point for others.
Side note: I did purchase some "18F" ice packs on Amazon today. But I also grabbed a rectangular Nalgene bottle made of HDPE. This is supposedly one of the safer plastics. My intention is to keep the Nalgene in the freezer filled 80-90%. And when I go to an event where I use my cooler, I'll also throw the frozen, space-efficient Nalgene in as well. This way my frozen bottle isn't just space spent on cooling. It will also double as additional cold water at the end of the day.
