That's not a lawnmower, it's a dethatche. The actual work is done by a drum underneath with hooks/teeth that rips up thatch. The wheels just roll along and set the height, so there's no reason to make them metal or rubber. Plastic is lighter and cheaper.

Common now on electric tools nowadays. Uncommon on gas powered mowers and dethatcher/scarifiers.

I just bought few weeks ago. It works great. We have an acre and in the areas where we couldn't get an extension cord to reach, we used an Ecoflow power source.
