45W is absolutely capable of charging a laptop. MacBook Airs come with lower output chargers than this. I've charged a Dell workstation with discrete GPU with an Anker 30W. Laptops are not usually running at max output all the time.
The question comes down to use case, actual sustained power delivery, and device health. First, the laptop might not negotiate the full 45W. Even if it does, chargers like this are not made to run at full tilt forever. They tend to heat up, and then throttle, so you might lose the ability to charge part of the way through. Even with this built in protection, you absolutely can reduce the life of the charger, or even burn it out.
Additionally, at 45W you'll likely be "slow charging" larger devices, particularly if you're using it at the time. It might not be capable of keeping up depending on the workload and attached devices.
If you have a MacBook Air or something similar, you're probably fine. For anything else, I wouldn't use this as a primary charger, but if you need something light to travel with, you could probably make it work for a couple days. That's particularly true if you just charge it during downtime.

I got 2 generic 35w GaN chargers from Amazon Haul for around $5 each during Prime Day, and they work the same as this $26 charger.
If you need energy monitoring, you can get a 4 pack of TP Link Tapo smart wall outlets w energy monitoring for around this price on Prime Day. There will probably be another prime day in October, judging by last year.

This is about design and reliability. It's likely smaller than your 35W charger. It is TUV Certified meaning it keeps your devices healthier/cooler. The way it folds is unique. The screen is unique. It has better cooling so it doesn't become a soldering iron like many generics and die prematurely. Ur suggestion of smart wall outlets isn't practical for travel like this one is. Price is low on the list of criteria for this kind of product.

Each to his own, but this is a phone charger only IMO.
