Got this last time. It is a 2-in-1 powerbank + wall charger. While a 45w output is not enough for a laptop its about 2.5 charges for a phone.
And yes, it does trickle charge - meaning when it's plugged into the wall, it will charge both the powerbank and the devices plugged into it albeit as a more inefficient/slower charging rate than just plugged by itself without any additional devices, but overnight it'll charge all 3 (the powerbank and 3 more devices) perfectly fine.
