It may seem backwards, but it's just part of their strategy to push for the game-key card sales. They gotta do what they gotta do hit target metrics to push a narrative. All part of the plan to eventually coax people into accept the all-digital future, whether we like it or not. Look at Sony's recent announcement to get rid of physical discs, citing "stats" showing people overwhelmingly prefer digital -- but their numbers include games that are ONLY offered digital-only, and DLC content. It really skews the numbers. Every once in a while, we see companies take a larger-than-small-step, and they eat backlash for it. It's not just in the video game industry. Car industry does it with subscription services for their car features that the car is physically already equipped to do (like heated seats). "You will own nothing, and be happy" or something along that line.
