Higher chair height (~17) is more comfortable for bad joints and tall people (or those who use their toilet as an armchair https://youtu.be/YqQ6D0Bu-a8?t=52).
*probably all heights need a footstool anyway
Community Reviews
The TOTO Drake is a well liked two piece elongated toilet that stands out for strong flushing and a tall universal height. The Tornado Flush and directional water flow get credit for clearing waste well, and the height is comfortable for taller people or sore joints. The deal price also looks unusually low compared with past purchases. Main caveats are that this listing does not include a seat, and shipping can be a gamble because some units arrived cracked, missing parts, or with rough packaging.
The Drake's directional water flow can improve flushing performance compared with other toilets tried.
Amazon deliveries can arrive in perfect condition, including multiple units without damage.
The toilet can be adjusted to use less water after installation.
The rimless Tornado Flush design can make cleaning easier and help flush more thoroughly.
The toilet may arrive with cracked parts or other damage, including reports of cracked tanks and broken units.
The purchase may require additional accessories because the toilet does not include a seat and some bundles omit wax rings or water lines.
The 1.6 GPF model cannot be sold in California, which limits where it can be purchased.
The smaller 2 1/8 inch trap on this Drake model can increase clog-ability compared with versions listing a 2.5 inch trap.

They do make a 1.28 gallon model, and I still need to convert one more toilet to low flush at some point. Maybe I'll give it a try, but what am I missing out on compared to an identical looking American Standard that cost $100+ less?
Edit: ok apparently the directional flow of the water is the key to the Drake. Wirecutter review site likes it a lot.
