This Krups flat burr grinder is aimed at everyday drip coffee, with 18 grind settings and a price that has dropped to about $35 with coupons. The flat burr design is framed as a solid budget option, and one reference calls a similar Krups model good enough for daily drip brewers. The main drawbacks are that it does not reach espresso fineness, runs very loud, and creates a lot of static. Review filtering for this exact model also points to poor feedback, making it a cautious pick for basic brewing.
Shoppers replacing a basic grinder on a tight budget, because it has been judged worth trying at around $35.
Drip coffee drinkers who want a flat-burr grinder, because it has been described as good enough for everyday drip brewers.
Home brewers making aeropress or moka pot coffee, because the grinder is being considered as a workable budget option for those methods.
Coffee drinkers who want a consistent electric grind without chasing espresso-level precision, because flat burrs can produce a more consistent grind than conical burrs.
Manual-grind consistency seekers who prefer hand grinding, because electric grinders have been judged less consistent than a manual grinder.
Espresso drinkers who need a fine grind, because the finest setting still stays in drip-coffee range.
People who want a quiet grinder for early-morning use, because it is very loud and creates a lot of static.
Coffee buyers expecting premium grind quality, because the model has been described as a dud with mostly horrible reviews.

Flat burrs are more common for high end espresso grinders than conical. There are high end conical ones too, each type highlights different things in the coffee.
But to blanket say you want a conical burr for a "better" grind is flat out not true. If anything it's the other way around - all things being equal- a flat burr produces a more consistent grind.
(All things being equal meaning, you're pitting a high end conical against another high end flat burr for a fair comparison.)
