This is a big 20 inch fat tire off road ebike that stands out for its smooth ride, quick assembly, and strong value at around $350. The build feels solid, the full suspension and fat tires draw praise, and the menu settings can unlock more speed, with some units reaching 28 to 31 mph. The main concerns are uneven quality control, including stuck batteries, throttle errors, hot charging bricks, scratched or dented parts, and suspension that may not be adjustable. Pedaling is awkward because the seat does not adjust and the pedals sit high, so it suits motor assisted riding more than regular biking.

It will be less an issue on a smaller 20-inch wheel versus a 26+ inch fat tire, and also less an issue at lower speeds (hub drives are a bit gutless compared to mid drives), but it's still a thing. They're also not great to try to ride once you're out of battery power.
I had 7 ebikes at one point, and I couldn't get rid of my more expensive fat tire ebike (it was a Biktrix Juggernaut Ultra 1000) fast enough. I hoped it would be a nice cushy ride by my 200 miles of commuting each week, but I would prefer a rigid gravel bike over that thing.
IMO a 2" wide tire ebike is more ideal, and preferably larger than a 20" wheel so it rolls over things reasonably well. Of course the batteries in all these cheaper bikes aren't the greatest quality (control), and I'd store it outside, at least 20 feet away from the building. Uneven or insufficient anode overlap causes easy dendrite formation, and fires, which seems to be common for poor-tolerance manufacturing.
It has pedals and cops wont know it goes 28mph, just keep it on assist level that only goes to 20mph. but even then who cares, unless they are clocking you with a gun

Nonadjustable seat? Big ball headlight? Double-fork front end? Total give aways of mopeds-hiding-as-an-ebike.
Again, I don't doubt your logic, just curious what the enforcement mechanism is, other than, as others mentioned, being clocked speeding...

The lack of adjustable seat guarantees the rider isn't pedaling. Have you ever in your life borrowed a bike from anyone else and *not* adjusted the seat? This thing doesnt even have a seat post!
Most people look for light e-bikes because weight is hard to pedal. A typical ebike is around 60lbs. This thing weighs over 80lbs! That 20lbs makes a difference over time. This is over built to look like a motorcycle to communicate "hey, don't sweat it, the motor will do the work" to buyers. Oddly, it will also do the same to police.

Some parts of San Diego County already have e-bike bans in specific parks and allow police to confiscate ebikes for "reckless" behavior at will.

You think a cop can't visually tell the difference between "20mph or less" and "clearly more than 20mph"? This thing tops out at 31mph. That's a 50% difference in speed. Even 25mph is a 25% speed delta. Recognizing someone going more than 20mph is easy, especially if they arent pedaling.
And again, no one pedals on a bike like this because it is uncomfortable. The lack of an adjustable seat makes it a miserable experience even if the motor is doing most or all of the work.
As for enforcement, its all variable. Is it a well dressed white kid? Mostly safe. Other-skin toned kid in a "prime" neighborhood? Prepare to be hassles.
Has someone somewhere in the country done something like getting g killed in traffic or run over an elderly veteran (again)? Everybody brace for impact.
Oh and part of the issue of weight and speed is injuries. Going from 20mph to 30mph more than doubles the kinetic energy of a crash (ke = 0.5 mass x velocity^2). Adding the weight the batteries plus the "motorcycle stylings" to a teen rider and its more like 3x the energy of a 20mph crash on an acoustic bike.
Oh, I'm sure a few exist, but they really shouldn't because its a horrible design for a bicycle. Proper mopeds (motor+pedal) look like bicycles because they want the weight savings of a narrow frame and the geometry of adjustable seats so you can pedal comfortably and deal with the weight of the motor.

Not being labeled is itself a violating of the law in most places, CA especially. So no label makes the bike immediately subject to police whims.
Oh, hey, San Diego is is in the process of cracking down on kids on e-bikes by banning all kids under 12 from all e-bikes and making "riding double" illegal because of all the injuries. Takes effect in August.

The unregulated ebikes, Class1 & 2 ebikes, maxmotor assist is 20mph.
