Best positioning is spaced from a railing or post and hung 1 foot from the ground. It's nice when the wind hits it, as opposed to just being static
One thing I will say is that, to get them as bright as they appear in the product photos, they need to be placed where the solar panel gets direct sunlight throughout the day. Unlike some of my other solar lights that will charge well even in indirect daylight, these really need unobstructed sun. I have one that's in a shadier spot, and it has the same issue that another reviewer mentioned—it doesn't stay as bright or last as long.
That said, at this price, I think they're a great value. Realistically, most inexpensive solar lights aren't going to last much more than a couple of seasons anyway, so I feel these are well worth the cost.
