The $15 can't be used to purchase prescription medications, gift cards, postage stamp sales, milk, cigarettes, fuel, tobacco products, alcoholic beverages or any other items prohibited by law.
When redeeming the $15, the cashier may need to call over a manager (if they're not familiar with how to enter this voucher code into the register). Note that the cashier will physically keep the certificate that's printed on the receipt.

But to maximize your savings, you need to ask yourself where you would normally get your gas if you didn't purchase the gas gift cards. In other words, I shop at Costco frequently enough that I just go ahead and also get cheap gasoline there. That gasoline is typically cheaper than Wawa/BP/Shell/etc, but not 15% cheaper. So let's say Costco gasoline is 10% cheaper than local competitors, but I go ahead and buy 15%-discounted gas gift cards... that's really only saving 5% on gasoline.
So if my ShopRite has gift cards for merchants (that I shop at normally) that are normally never on sale and/or has no real substitution, I get those. So I usually get like eBay, IKEA, Home Depot, etc.
