Unless they changed it from last time, there can be some really good pickups at the $19.99 price point. Issue is really just figuring out what your local store has got and then purchasing in increments of 4.

Screw Gamestop. I went in for the previous 4 for $10 deal and it didn't work. They claimed it's for Pro Members only (doesn't state that anywhere). The first time I came in I wasted an hour finding 4 games. Then it didn't work. The sales associate used a store Pro Membership and it still didn't work. Offered to hold it for me until I came back when a manager was available for override.

I came back. Same issue. Manager insisted it's because I'm not a Pro Member and they wouldn't do anything for me. I ended up having a nice customer offer to use their membership. The manager still had to override to make it work, but he wouldn't do it for a non Pro Member, they were really standing by the Pro Member only. He called another Manager and kept asking, "It's for Pro's only, right?".

Well that sure inspires confidence!

"Here are four pre-owned games for under $20 each that I would like to buy. Will you honor the promotional price?"
GameStop: "No."
"Why not?"
GameStop: "Because **** you."
