In the 20 years that SONY has been selling Playstation games digitally, they have not removed any purchased games from customers' libraries. All purchased games can still be played, and downloaded again.
Some games have been removed from NEW sales due to licensing, but if you bought it, you can still play it or redownload it.
Unpopular opinion: Being a former physical-disc collector, the switch to digital has been great. I can play my entire library without swapping discs, I can play it remotely on my PS Portal, I can access it on my other PS5 (one in the bedroom, one in the living room) without bringing discs back and forth. I can even purchase games on 1 platform and download/play the game on another platform, sometimes with enhanced visuals/upgrades.
After going through a couple moves and losing some of my physical games, all of my digital ones are still there and available.
