A little but it's still permeable. It depends how many coats you put on and the type of material. Pea gravel would drain really well. If you were to put this on sand or really fine rock, it impacts it a little bit more.

This looks like exactly what I need. I have a back yard project that I will need a lot of permanent ground cover. I was considering buying a lot of paving stones. Not looking forward to all the work this fall. If this works, it will do the same thing with a a truckload of gravel and a sprayer. Ordered 5.

Your best bet would be to use polymeric sand, but it is quite expensive. This will work, but it won't stop weeds or be anymore effective than something like PVA glue + water.

Polymeric sand isn't stopping weeds for me. Quiet honestly I'm horribly disappointed in what I got from HD (can't recall the brand offhand).
