The SDS is available from THD and Lowe's and contains 2-4D which is generally considered to be a very effective and safe post broadleaf emergent for Bermuda (I believe for STA as well but I try to speak from direct experience). It also contains dicamba which falls under the same category.
I couldn't find anything definitive on the "feed" part as the NPK ratio doesn't look to be listed on the bag (point me to where I missed it,please) and only the SDS title says 28-0-3 despite the THD description reflecting 29-0-10 in the description.
I'm guessing it contains quite a bit of fast-release nitrogen which means you'll want to soak the heck out of your grass if applying above 80* temperatures to avoid nitrogen burn.
Instructions say not to soak weed leaves for two days, then soak. So yes soak lawn to avoid N burn, but not for 48 hrs to kill weeds.
The burn comes from the herbicide being used when conditions are too hot (typically over 85). Weed and feeds require the granular to sit on wet grass. If you're in Texas don't plan using this until October or early next spring.
If you need to fertilize now. It's is safe, just don't use one with herbicide.
Also unless you have a widespread weed problem, you're better off spot spraying rather than treating the whole yard for weeds.
