Half the L3 cache of the Ryzen 7 3700x... It has 16MB, while the 3700X has 32MB. Low amounts of L3 cache causes lower FPS and lower 1% lows.
2 cores / 4 threads less than the 3700X.
Your observation is correct, but not an apples to apples scenario.
PCIe speed only matters if you're other hardware can take advantage of it.

The one interesting and important fact is this runs PCIE 3.0 whereas mine runs PCIE 4.0.
So all PCIE devices (4.0 or 5.0) will fit still but run at 3.0 speeds.
Also my CPU would have been a bottleneck for any good GPUs, so perhaps this will too.

I'm not trying to be a jerk because I get it too. A year ago, I wouldn't have recommended this cpu to many. Today, I've purchased two for budget builds.
previous gen, budget cpus, using ddr4 are going to be the standard until we are priced out of that.
got about the same amount of beef on there as here.
for my scenario it was a "deal"
i had a case with a motherboard/cpu/ram from 2012 along with a newer power supply and plenty of ssds on hand.
so for $255 i brought an old retro gaming pc/HTPC up to date.
SO, not a "deal" for everyone, but for me it worked out.

It was awesome building it with him. He worked hard for the money and did his research on each component and shipped around. The microcenter sales person tried to upsell him a much nicer case for $20 more. Little man didn't budge. Said, no this is my budget and I really need to stuck to it.
He absolutely loves it.
I got 2 more sticks of matched ram off eBay for $75 each that we're going to give him for his birthday.
