Half the L3 cache of the Ryzen 7 3700x... It has 16MB, while the 3700X has 32MB. Low amounts of L3 cache causes lower FPS and lower 1% lows.
2 cores / 4 threads less than the 3700X.
Your observation is correct, but not an apples to apples scenario.
PCIe speed only matters if you're other hardware can take advantage of it.
This CPU was on a sale by its own and I compared it to my 3700x (old processor) to see if it's worth it (and it's not). Each traded blows, but mostly even.
The one interesting and important fact is this runs PCIE 3.0 whereas mine runs PCIE 4.0.
So all PCIE devices (4.0 or 5.0) will fit still but run at 3.0 speeds.
Also my CPU would have been a bottleneck for any good GPUs, so perhaps this will too.
This is a solid deal on this set up. There have been better deals at Microcenter if you don't want the aftermarket cpu cooler, but I wouldn't hesitate to buy this if you're looking for a 5500 bundle.

The pcie 3 v 4 v 5 probably isn't relevant. There are differences, but not to the person purchasing this cpu. Pcie gen 3 is fine for general computing and gaming.

The only advantage is single thread performance is better than the Ryzen 7 but most apps use the multi core performance. Just make do with your cpu and keep an eye out for an X3D chip on sale if you want a meaningful cpu upgrade. But ultimately upgrading the GPU is gonna make the most difference.

Yeah it's older generation Zen3 architecture (Zen5 debuted in 2024) and does not have a built-in GPU so you'll need an external card. Funny enough though, it's still a good budget deal considering the cost of RAM these days. That's if this CPU is a decent upgrade to whatever someone already has. It's a capable CPU. Maybe equivalent to a 12th gen Intel i5.
