Seems like it for a 2021 release [edit, thx zkilller195), but even on PC for a mid-2023 release it's never been below $20 even on 3rd party key sellers. I guess when it's the only game in the series in and for so many years, they don't feel the need to discount it to keep up long tail sales.

Its a 2021 release, not 2001. But I bought it from Best Buy a couple years ago for $10. It has been $20 or less many many times.
