There's some interpretation left up to your AHJ, though: Some might interpret these limits literally and say 80kWh is the max you can have on premises and only if you install it in a garage or on an outside wall. Other AHJ's, like California, allow you to maximize all 3 categories (bringing your total limit to 200kWh assuming you're using outdoor-capable batteries). In fact, you -might- be able to convince the AHJ to allow 280 kWh if you also have a standalone outbuilding to store another 80kWh of ESS.
NFPA 855 also requires there to be a minimum of 3ft separation between each ESS unit so these would occupy 15 feet of a garage wall. (80kWh total).
Finally, there are some active fire-suppression rules that go into effect once you exceed a certain amount of ESS but I no longer remember the threshold.

These are cheaper than that, even 6 years later.
That said, its not a great deal as you can find individual smaller capacity batteries for the same or less per kWh
