This can be done with a normal rice cooker, the key is cooling the rice after cooking it with a small amount of coconut oil. There's medical studies that back this method up. The calories don't disappear from the food, but become resistant to digestion AFAIK.

the user manual describes it as a "Ceramic Coated Non-Stick Cooking Pot." it says the steam basket is stainless steel.
We've had this for almost 2 years now and as far as cooking rice is concerned, it works great! Doing the carb reducing mode (using the stainless steel pot with strainer), it lessens the chances of overwatering the rice leading to mushy porridge lol.
How significantly it reduced the carbs from the remaining cooked rice, it's hard to measure but the left over water is definitely starchy.
I love it for cooking rice that doesn't come out mushy
