They can't compete with other online retailers. The problem with deals like this is that if you tie the deal quantity to a single store, then it makes is incredibly hard to find that many games you actually want from that physical store. One store might have two games you're looking for, while another store has another two; so you're forced to compromise on junk titles.
Their deals just aren't good enough to waste gas money to drive there and sit through traffic both ways in the hot weather, when people are willing to have the convenience to simply press a few mouse clicks from an online retailer, saving them massive amounts of time.
GameStop basically needs to do something like give people free store credit to use, just for setting foot in their store. Or do like Kohl's and become an Amazon return hub. Otherwise their current status is not cutting it, and with physical games going away, their timeline to disappear looks to arrive sooner -- since the incentive to visit a store has been decimated in more ways than one.

Last time they had one of these deals (or similar on older games), I bought several online. Three of the six they sent were either the wrong game or incomplete. I requested a return, got an email confirmation saying I could return them by whatever date in store for a refund. I go to the nearest store. The guy only accepts 1 out of the 3. Says his system can't accept the others. I show him the email, he scans the barcode, still no. I get the $15 back on the one I return and leave with the other two. As soon as I get to my car I do a charge back on my Amex. I had no choice but to request the entire amount back. AMEX gives me the money back.
So GameStop gives me 5 games (2 of which I didn't want) and $15, and I ended up not paying a thing. No wonder they're going out of business.
