It's a basic 5 port switch with a dumb marketing label, so that folks who don't understand networking and are just looking for a splitter (same as they have for power) will buy it. They think "one input=my internet, and 4 outputs=my devices" like an extension cord.

Under the hood, it remains a standard, low end underpowered 5-port unmanaged Layer 2 switch.

is this a hub or a switch? Description sounds like a hub. No such thing as a ethernet splitter. Hub is layer 1, switch is layer 2..

can you provide a basis for this? My guess is that it is a layer 1 hub.

I've seen these devices discussed on various network forums before. They're L2 switches.

I know it's just a single anecdote, but here's a dumb YouTube video that goes on and on about ethernet splitters and then has links to Netgear switches. They use the "splitter" term to get the point across to tech adverse folks.

While the description does not lend itself to one or the other hub or switch, it turns out asking google reveals that no one makes a Gbit hub, only switches. Therefore this must be a layer 2, Gbit switch. These days people prefer 2.5Gbit switches.
