What that means? If loose, you are out of luck. Can't tighten it much. Also over time the shorts will naturally loosen. Again, then out of luck.
Poor design, but OK for a while if you happen to fit in them perfectly. Remember, water adds weight and pulls down. If not appropriately tight, your shorts will fall right off. You will be naked.
