According to PCGamingWiki (verified multiple times, including at launch):
You can launch it directly from the executable at \bin\x64\Cyberpunk2077.exe without the Steam client running.
The game runs fully offline with no account or online authentication check for the core single-player experience.
You can copy the entire install folder elsewhere and play it independently (some users create a simple steam_appid.txt file containing the AppID 1091500 if needed for certain setups).
Key caveats:
You still need Steam (and a valid purchase/account) for the initial download/install and for official updates.
Steam features like achievements, cloud saves (in some cases), and certain extras (e.g., some Rewards content or cross-progression) may not work or require the Steam client/launcher.
The Steam version includes Steamworks integration when launched through Steam, but this is not enforced as hard DRM for the main game executable.
This matches CD Projekt Red's long-standing approach (similar to The Witcher 3): the PC version is designed to be playable without always-on DRM.
GOG's version is more purely DRM-free by default (no client required at all), but the Steam version ends up functionally very close for offline play.
