The ARM vs Intel/AMD question is another whole can of worms - and the answer is HIGHLY subjective. If you use apps that have native ARM versions, it can be AMAZING - with comparable speed but greatly improved battery live, thermals, and noise. IF you require and regularly use apps that need to run under emulation, you'll miss out on battery gains (but still end up comparable to Intel/AMD alternatives). IF you use apps/devices that are somehow still unsupported (like games that require x86/x64 anti-cheat code), it would be a bad idea.
For a student, focused on school work - with possible media consumption and simple or web-based games, the weight (this XPS is amazingly compact) and longer-than-a-school-day battery life (with this non-touch IPS display being the best option - very likely getting over 20 hours) would likely be amazing. The Inspiron, with older Intel chip and 16" display are a completely different beast. Not necessarily bad (possibly better when used plugged in on a desk), but not as easy/ideal to carry around.
Not that I want (or am ready) to plug this, but this exact question has inspired me to re-visit my programming (what the young'uns would call "coding") roots. I've written (and am currently testing/troubleshooting) a [completely free] compatibility scanner and recommendation engine for anyone considering making the switch to ARM. If you (or anyone else) would like to give it a go, just PM me and I'll give you the link. Just understand it's still in dev - but looking very promising after early feedback.
IF you understand your workload, and know the apps and devices you count on are supported, these newer ARM-powered laptops can be amazing. IF you know they aren't you should run away (for now).
I'm NOT trying to convince anyone that ARM is better or worse than anything else, and neither should anyone else. I will happily upvote any response that gives an explanation/reason for the positive or negative experience. For someone with similar needs, that is very helpful.
Outside of the merits of ARM, the XPS line has always been "impressive" in much of its design and styling. The laptop in the OP is definitely very cool, and I'm loving mine so far, but I jumped in with a confident understanding of my use case. I'm still unsure about the keyboard decisions (look it up), but it definitely feels "premium" and is exceeding my expectations so far.

Not only is the second generation much more powerful (both raw processing and graphics), but Nvidia has announced that they are officially entering the ring as well (Qualcomm doesn't own ARM) - and major manufacturers have announced plans to use their chips as well. If/when this happens, you'll likely see an major improvement in ARM support from the software vendor side.
Never any guarantees, and not a reason to buy now - especially if you need apps that require or are just much better on x86/x64.

Second, you essentially admit the problem with the "if whatever software you typically install only supports x64 or x86" line. This is the tough part, as many people have no idea whether their apps have ARM64 versions or alternatives, or what that even means.
It's blanket statements like this that add more confusion than they help. It's fine to say "it doesn't work for me - since I do a lot of CAD work with an app that requires massive x64 computation power", but "don't buy this if you plan on using it for work" only works for those who are in the same line of work as you, and use the same tech/software stack.
The sad thing is that I think you were trying to be helpful (not just flame), but without qualification it's not.
