I own two of them. Bought the first one as a basement pantry to hold all the extra stuff I buy from Costco. It works well and there's plenty of space, but the little grooves in the plastic shelves can sometimes cause things to sit unevenly. Easy fix with a drawer liner or sheet of cardboard. The second one I bought was for stacking totes like they have pictured. If you're using it like that, then I'd say it's pretty ideal.

It's surprisingly light, so make sure it's on level ground and keep your heavy items at the bottom. Incredibly easy to assemble. At $30, it's a good shelf.

Thank you. Would it be possible to convert it into a 2 tier and a 3 tier stack?

I don't see why not... the only thing they give you to designate a top are the four little "dust caps" that socket into the top of the shelf where the legs would go, and for the bottom there are four feet to keep the shelf up off the ground. So if you go without those you could have one unit with shelf > legs > shelf > legs > shelf, then the other with shelf > legs > shelf. You'd wind up with four extra legs, and you could do whatever you want with the feet and dust caps. If you use them, the two units wouldn't be on the same level. Not sure if that matters in your use case.

Are the grooves there for the bottom of the 27gal totes to fit in the grooves?
