If you seal a drybag properly (folding and latching the opening as you mention), the items inside will absolutely stay dry. I have hiked and swam through rivers and deep water with my dry bags and never had water come inside but you have to seal it properly.

Tell me you've never used a a dry bag without telling me you've never used a dry bag. The "fold the opening three times" style bags are used all time in boating, rafting, and even swimming (as with the addition of an inflatable bladder).
