My HVAC pro who came by last time suggested to get one of these on top of the existing black foam as that will protect, insulate the tubing from elements and critters especially rodents in winter time as they like to gnaw on stuff.

This goes over the foam. If your foam is falling apart then replace it... it costs a few bucks at the big box stores and is cheaper than this

will it help with patchy foam (the foil part?) It's not the cost, just having to do it in 115 heat right now.
