Its hard to tell......
Had to spend the same amount ($12.99) for a fan controller so I guess the only thing I have going for me is I'm putting an old fan to use...and by old, it's an extra Phanteks T30 fan I didn't end up using, which is actually better than Noctua's.

Plus it likely doesn't move a lot of air based on the shallow and many blades (but hopefully would be quiet because of that).
