If you have a Costco (or Costco business) nearby Bay Area locations carry these for a bit cheaper per pack
Costco and Costco Business carry the cup Shin Black. They get the bag (non-cup) ones probably once a year and price ranges from about $18 and gets marked down to 16. I got lucky and grabbed the last one at a markdown to $10.
And yes it has a lot of salt (like ALL ramen), but you can control that with how much of the seasoning packet you use. I usually use half of the packet and the amount of spicyness and salt is sufficient.

Was it Black Shine? At least my local Costco never carries Black Shine. They got regular shine which is around 16.
I purchased 'Nongshim Shin Ramyun Noodles with Soup Mix, Black with Beef Bone Broth, 4.58 oz, 10-count. Item 1967144' for $14.79 last September in Phoenix, AZ. But since then they have never had it in stock.

This deal is on par with costco.
