Cooling is included in this. Is the heat sink properly sized, do they handle thermal paste well, are the temperature sensors accurate, does the case encourage proper air flow, is the fan cheap and loud, etc. Doing any of these poorly can result in either a system that is unnecessarily loud or wastes it's potential by thermal throttling.
If the brand has a good reputation, then you might be able to assume the answers to a lot of these. If not, which is the case with most of these mini PCs, then the only option is to find people with first-hand experiences.
