It means that the dimensions are within the limits of the regulations for that category storage.

"Airline Approved" = Does not exceed the dimensions for (the vast majority of) airlines.

Simply, "this will fit underneath the seat and you won't have to pay extra money."

it means when everyone brings a luggage and backpack and some sling bag or purse and somehow I am the only one with no carry on have to shove the backpack under the seat in front of me since that was the exact reason why I didn't bring anything but a backpack . F* airlines.

17 x13 x8 inches are the typical dimensions for a bag to fit under your seat. It varies by airlines and whether they measure your bags before you get on the plane. 22 x 14 x9 are usually the dimensions for most airlines for carry on in the overhead bin.
