I have 2 of these and they work for laptop and phone charging, without getting too hot.
INIU is considered reliable from what I read on SD.

That's how you know this item will be poor quality.
I think you are reading a bit too much into this. I have a few INIU chargers and they have all worked great so far. Could they eventually explode and burn down my house? Sure, but I don't feel like they have been inferior to my UGREEN/ANKER/AUKEY/BELKIN products of the past.

Basically, check any USB-C charger or cable on Amazon and you'll see endless reviews complaining about things that either A) don't matter or B) are due to a total lack of understanding how USB-C PD works. "I bought a 100W cable but my iPhone still charges slow", "this charger is rated 120W but my Apple watch still takes 2 hours to charge!", "I bought a 65W charger and used the wrong port and a shitty non-PD capable cable with it and it doesn't charge my laptop!" etc. etc. I get that these things may appear confusing on first glance, but given that nearly every human with access to Amazon also has access to the full breadth of human knowledge from their phone - it's pretty inexcusable at this point.

I'm looking for a similar specd charger but without the folding outlet prongs as I feel they aren't as solid of a hold depending on the wall outlet or power strip used.

Otherwise good deal and good price.
