GTA V has been out for a while so they had the time to support cloud streaming. I believe the plan is to support cloud streaming eventually, but highly doubt it will be available at launch. I could be wrong, but wouldn't get your hopes up considering nothing official has been stated.

I think Almost no chance. Most popular game in the world at launch cloud-streaming would ruin their servers.
I would buy this thing in a heartbeat if it were hacked. Would love this for moonlight streaming, and some emulators. Would be the best ROM device you could buy.

I really like mine a lot more than I thought I would. You can stream just as well or better on an Android or iOS device with PxPlay or whatever but playing on essentially a full-sized Dualsense with full haptics and a large screen is such a huge difference. Definitely worth $150, in my opinion.
I would buy this thing in a heartbeat if it were hacked. Would love this for moonlight streaming, and some emulators. Would be the best ROM device you could buy.
You may want to look at the Logitech G Cloud, that may suit your needs. That should do Moonlight great and purportedly can emulate up to PS2 and GameCube. I wouldn't be surprised if you could find a like new used one for $100 or less on FB MP. I think most people are really confused what that device was meant for, they think it is a Steam Deck then get quickly disenchanted when it doesn't fill a niche it was never designed for.
*Or a big phone / small tablet + a GameSir / Backbone type controller could also work.
I bought one of these from Bestbuy when they came out. Even with a gig network and an Asus mesh wifi network in my house I could not get acceptable latency on games. Other people say it works fine, but under what I believe to be ideal conditions I simply could not get this thing to work well.

Don't have a console just want to play gta VI. Anything like this that will allow me to do it?
With a PlayStation Plus Premium subscription, you can play GTA V and a host of other games to fill your time. As others have said though, GTA VI is unlikely to be streamable for awhile. It's going to be a system seller, they're going to sell the game for an extra premium price (why let you have it for $20/month when they can charge you $80 or $100 for it?), and it's going to already be more than servers can handle to download it on launch day.I honestly think GTA VI will best be a sign that we're not ready for a digital future, and hopefully the game won't be worth the cost of everything we'd sacrifice to make it happen. Think AI data servers are bad? Double it, to bring us cloud gaming on a massive user base scale. "Rush Hour" gaming traffic overloads, a giant building you can hear buzzing from across town, your electric bills soaring, pollution, and just like hard drugs you'll be hooked and have to keep paying just to get your fix for a distraction from how bad your quality of life has become.

I have a Portal and a PS5 and expect I'll be playing GTA VI on my Portal most of the time.
