Honest Question: What exactly is the point of this? Is it just cosmetic? It doesn't heat the spigot to prevent freezing, so how's it different than just putting a bag over it?

The images pretty much explain it all. It keeps the snow and ice off, and offers a thin insulating layer.
For most places, thats enough. Rain or ice has a much higher latent heat capacity than air, so keeping a faucet dry and covered during the winter is usually enough. A typical thin bag may or may not work, they usually end up getting plastered down to the faucet by the weather, effectively doing nothing.

These things are useless. I live where it's cold and snowy (170 inches last winter) and very few people use these. My parents never had them, and my wife and I never use them, and we have never had a problem.
