Honest Question: What exactly is the point of this? Is it just cosmetic? It doesn't heat the spigot to prevent freezing, so how's it different than just putting a bag over it?

The images pretty much explain it all. It keeps the snow and ice off, and offers a thin insulating layer.

For most places, thats enough. Rain or ice has a much higher latent heat capacity than air, so keeping a faucet dry and covered during the winter is usually enough. A typical thin bag may or may not work, they usually end up getting plastered down to the faucet by the weather, effectively doing nothing.

They let people feel like they did something to prepare when snow is coming.

Isn't this price the same as almost every similar one at hardware stores and Home Despot?

why not just shut the water to the spigot off and empty the remaining water instead of spending money for a cover?

These things are useless. I live where it's cold and snowy (170 inches last winter) and very few people use these. My parents never had them, and my wife and I never use them, and we have never had a problem.
