I've also received a non-touch screen monitor when I ordered a touch screen. That was brand new looking and was barely unpacked. Clearly someone did a clever swap then returned the cheaper item in the more expensive item's box.
P.S. I've also scored some good deals as well, just know each and every Amazon Resell order is going to be an adventure and be prepared to complain. Most of the time you can at least get a gift card out of it.
