I bought one about a year ago and the range/speed is definitely dependent on conditions. I weigh 165 and it tops out at 17mph but that's more rare. Most of the time I'm at 16mph until the battery drops but that's usually when it's past half full. It still maintains 14-15 mph for the rest of the trip. Now for the range. Even on almost all flat surfaces, I would say max range is probably about 12 to 13 miles. Head wind can knock that down to about maybe around 11 miles.
Two kind of negatives are, 1. The suspension is mainly for looks. It probably helps a little but it's pretty much cosmetic at this point. 2. The solid tires allow you to feel every bump and vibration. It took a few trips to get use to it. In the beginning, my arms took in all of it and your hands start to hurt a little. My old scooter had pneumatic tires without a suspension and it was a night and day difference. If I bought another scooter, I'd would not get one with a solid tire. Plus side is the tire would not pop or leak air, lol.
With that said, it's still a pretty good buy for the price. It's only been about a year and I use it mainly on the weekends getting in about 15 miles, and it's held up. As noted earlier, the vibration also caused some of the screws to loosen, but I just tightened them back up last week so it's not like it happens often. A little locktite should fix that.
