This is a simple 2-stage electrolyzer. Electrolysis turns water (H20) to Hydrogen (H2) & Oxygen (O2) and a second electrode turns O2 into Ozone (O3). And after 20 minutes or so, the O3 breaks down to 02 and most of it recombines with the H and goes back to water.
Fun fact, this won't work with distilled water, which is 100-400x less conductive than tap water. The electrolysis is low power and won't work without some minerals.

Practical verdict: As a low-effort deodorizer and light-duty surface cleaner, it plausibly does something ā ozone does oxidize odor compounds, and the Strategist-style "surprisingly not useless" reviews are probably picking up on that plus the placebo of a satisfying gadget. As a replacement for a registered disinfectant on anything that matters (raw-chicken cutting board, bathroom, sick household), don't. There's no evidence it hits the log-reduction thresholds that word implies.
The genuinely offensive number was the $75 MSRP. At $5 each, you're buying a spray bottle that fizzes, which is roughly what you'd pay for a spray bottle that fizzes. If you want the actual chemistry that works cheaply, a $10 bottle of hypochlorous acid or plain diluted bleach beats it outright.
It did mention every disinfectant in US requires EPA registration which this does not
