I don't have this exact brand but I have something very similar (probably a rebrand of this). These types of fans with a shorter blade tend to be very loud at mid to higher speeds.

If you're looking for a fan this one is good but if you're looking for a turbo fan this one sucks so bad. Save yourself the six bucks. Believe me, just don't buy it. If however you're just looking for a little fan you can turn on while sitting in the waiting room then yes, this fan is perfectly fine. But if you are in need of a big major blast the kind that you would expect will come out of a handle turbo fan, this definitely is not the one. It's quiet but that's because it doesn't move air powerfully.

I would only get these type of fans from the brand Diveblues. I have both the older version and this newer version they both low massive air. There is a warning to loud noise and that's something people always point out. But it comes with the territory. It would be possible for these type of handheld fans to blow the air that it does and remain quiet like a weaker handheld fan.

Main differences between the two are going to be designed but they both blow air at "turbo" speed in comparison to pretty much every other fan on Amazon in it's competing class.

If you want more fan coverage but you don't want to hold it too close to your face then I would go with the newer model because it provides more surface area coverage. If you're constantly on the move and it's super hot then I would get the older ones because it is more powerful in the way it blows but the downside is the back of coverage area. And you'll find yourself holding it much closer to your face because of this. So I would just go with the newer model is just as good in almost ever way. The air delivery it's not that much of a difference. It's only weaker because it's bigger and it's pushing same or similar motor. The manufacturers thought about the customers when they created the fans. By the way that they've been designed, it's as if they figured since they have the power on point that they should focus on the effectiveness. So instead of creating more powerful fans they created fans that did different things. One provides the turbo force more than the other. While the other provides the surface area contact better than the other. But both deliver good air movement. Something I can't say for the rest of the eight fans that I bought through discovering them and SD like this.

Some might say why didn't they just create a single fan that did both and the simple answer would be, cost. If they did that they would have to charge a premium and premium is not something a majority of people will probably like to pay for a little fan like this. Have fun at the amusement park!
