Google AI will do a much better explanation than I as far as not wanting metal-to-metal contact with the bottom of the ultrasonic cleaner. Yours is a separate question though, and yes, it's my understanding you want the working fluid surrounding the object for best effect (supported by the aluminum foil test done by a reviewer on Amazon). A wire mesh basket is supposed to be best as a plastic basket will apparently absorb the energy, but in cheapie ultrasonic cleaners, it's going to be a plastic basket if any basket at all.

Warning about cleaning jewelry with these. I've always heard that they can loosen the stones and I completely disregarded that advice. I've always cleaned my diamond earrings in mine without thinking much about it although I kind of knew better. I took out my earrings last week and one of the diamonds had fallen out of the setting. Sure, it may have happened without the ultrasonic but I do think the ultrasonic cleaner directly contributed.
