True slick dealers make this at home: To make a DIY Dawn Powerwash refill at home, mix 13 ounces of water, 4 tablespoons of Dawn dish soap, and 2 tablespoons of rubbing alcohol in an empty Powerwash bottle (or any spray bottle).

For me it doesn't get the thick clingy foam with the diy mixture with similar ratios you suggest.

What works for me is using ANY dish soap, dawn or Kirkland brand is best I notice it be thicker, fill up to the little bar code on the back. Then add alcohol/ipa enough so you can see an 1/8 inch or so layer (it doesn't mix immediately) then slowly fill the rest with water and vigorously mix.

My conjecture is adding a couple of tsp of glycerin (and optionally some polyquaternium conditioner) would get you some of that satisfying foam. Personally I wouldn't use PQ-98 because it leaves behind a film that's difficult to rinse off, but a lower molecular weight PQ might be more rinseable. That's the main difference between Dawn Platinum and Dawn Platinum Plus with PowerSuds.
