We boost the visibility of deals based on performance and this one is doing very well with your fellow community members. Not everyone is on the site at all times, so we have found it helpful to re-introduce great deals so casual users / new users can benefit from them. More community members = more great deals. Our comment that "this deal is still available" is our way of showing that a member of staff has gone through the comments, thumbs up, and deal instructions and vetted the deal again to make sure it still works for our community members.
What all does their payment get them?
It seems sometimes they get posted by "Community Members" - how many non staff accounts are in on promoting these deals? Are the compensated? These accounts are also allowed to TU these deals? And Staff TU paying deals too?
What do you mean you go through and thumb up? You're boosting comments that support the promoted post?
The assumption is that deals are active unless they are marked expired. You've been here nearly 20 years so you know these comments are a new practice and seem to only happen to Paid posts. They obviously are getting more perks than just "increased visibility"

You're boosting comments that support the promoted post? <-- no, it means we check the voting patterns to get a clearer understanding to why people vote or why they downvote (i.e if a deal of regional and they aren't seeing it, then their downvote is valid for them/deal, but may not necessarily by valid for the full deal for every region).

In that sense, then every post is paid, for we make a small commission on them if someone is buy buying it
Yes, deals are active as you said and some are active for 1 day or 6 months, but due to the # of deals and how they are consumed and that not everyone is like you or I and is able to sit on SD for 6-12 hrs a day to catch every deal is hot deals, we use other levels at our disposal to increase the visitibility for best deals. And yes, 1 of the primary metrics for when we see deals are best are sales, because no matter how good the deal can be, if no one is buying it or able to buy it, then it's not a deal, but a tease
