My analog gas gauge on the dashboard is almost always reading Full. Would this be a better choice than a multimeter to test if is is the instrument cluster or something going to the gas tank.

You can place the lesser used vehicle (or both) on a low mileage plan.
My jeep had a fluctuating bouncing speedometer.
I changed out speed sensor, but it didn't fix the issue.
Eventually, I pulled the cluster and replaced the small PCB board with one from the junk yard cluster.
Not hard...just some of the 1990s plastic clips were brittle and snapped off.
