Where in the description did you infer that from?
The description states "CONDITION:Good Refurbished. Professionally tested, cleaned, and verified to be fully functional. Moderate signs of prior use may be present, including light scratches or scuffs." And even if they did wipe it off and reinst. windows, that's normal with refurbished units.
What else would you call refurbished, otherwise?

Is this a surface gen for which the battery is glued in? If so, check the recharge cycle count, plus do an on-battery run-down as soon as you receive it.

What else would you call refurbished, otherwise?
The industry uses 'refurbished' practically at its discretion, and for any number of circumstances.
In a past CIO gig, a major manufacturer fulfilled my order of 800+ desktops, but the manuf shipped me units with CPUs that were a clock-cycle step down from my spec. Still: the units were not what I ordered. I told account sales rep to pick up their still boxed PCs and correct the order. The rep told me, "Since they've reached a customer site, opened or not, we have to sell them as refurbs".
Manuf then asked if I was interested refurb price purchase (with partial refund). I accepted on the condition that manuf reduce unit price another 10% for my employer.
