If they're under 400 lb combined. If you're asking about the rear seat, yes but realistically the back person needs to have shorter legs.

I am over 300 lbs. Bike gets up to about 34 not quite 35 mph with me on it. My 70lb son can ride on the back and it only drops the speed about 1 mph. My first ebike though so I have nothing to compare it to but I am really impressed. It is solid and feels well made and durable.
