By the way, the reason the dehumidifier was running badly was the bracket that held the thermocouple to the coil had rusted and broke. The thermocouple was hanging loose and the thing was short cycling. I just removed the crusty remains of the bracket and zip-tied the thermocouple to the coil. Also had cracks in the squirrel cage fan that cause a rattle which I fixed with a plastic welding kit.
Clean filter, clean coils, repaired thermocouple and squirrel cage and the thing runs like new.
