I have all the Ryobi "equivalent" but I've now used all my Ryobi tools to their max capacity and need to start upgrading to better tools. I have already started purchasing M12 tools, but I may need some tools that are in the M18 line...

Is this a good deal if you're trying to have a good starter kit into the M18 line or should I stick with building out the M12 line?

This is non-FUEL so this may not be too much of a step up depending on what your Ryobi are. You may want this kit if you're looking for an upgrade: https://www.homedepot.com/p/Milwa.../323286483

Look at the other M18 FUEL kits to see which one you want but an approximation of prices based on my experience:
Hammer Drill + Impact + 2x 5.0 Ah + Charger is like $300 with hack
Sawzall can probably be gotten around $150 w/o hack
Grinder w/ brake I got for $130 with hack
Impact Wrench can be like $200 but their M12 is better
Circular saw is like $130 with hack

Some of these tools benefit from an XC 6 or a Forge so keep that in mind.

Good call on the Non-FUEL line. I was wondering why everything was so cheap.
